Raw fish heads?

Hey guys, I've recently incorporated whole tilapia into my dog's diet. He enjoys eating fish but doesn't like eating the heads which has the majority of the bone content and essential organs. So my question would be how to get him to eat the heads more often? He will usually leave the head for awhile until I either force him to eat it or I bring my younger puppy to start eating the head. So I was wondering if there was an easier way to get my dog to eat the heads more.
