So I set up MotionEye OS, and it keeps giving me out of range IP addresses

I can't figure this out for the life of me. When I set it up last night, everything worked swimmingly. Was able to control it from my PC, and all was in order. I moved it to a different area(where it will be "living"), connected all the cameras, same power source, and same hardwired ethernet line.

Now, for some reason, its giving me a 199 IP address when it starts up, and its not showing up on my modem connections. If I try and reach the IP address it gives me the motioneye interface actually does start to load up, but then it disappears and I get SERVER REFUSED CONNECTION.

Its a Pi1. I've reset my router, tried a different ethernet line, released and renewed DNS, temporarily loosened up my firewall, but I'm still not getting access to it. What dumb thing have I done lol
