Partners are provided with a section called "Question Value Insights" that tells Partners how much questions COULD HAVE earned based on their views/adviews/traffic sources.
These are NOT necessarily what Quora is actually paying for these questions, they are just telling Partners how much they WOULD have been paid if a Partner asked them (and didn't get banned).
The problem is that many of the questions with the highest value are clearly violating the rule on posting questions that ATTRACT spam. That is the DUMBEST rule I have ever heard of, and to then tell users that these questions could have earned them $1,000 of course only encourages users to ask similar questions.
Quora hates it's partners and, I am convinced, wants them all to get banned. They can always recruit new partners. That's easier than paying people $1,000 for a question.

ANY question asking where to download something is going to potentially be considered a violation of the spam rule. Quora can 100% ban you (I've been suspended for it but not outright banned) for any question about downloads. Even on appeal, I was told that people might want to post spam in my question, so it's a violation.
ANyways, Quora says this question is worth over $400 USD.
It has 2 hidden answers and 4 deleted spam answers.
Clearly it's a violation of the spam policy. Clearly it's attracting more spam than legitimate answers. But Quora wants you to know that you should post more questions like this, because it earns them tons of money, and then they can just ban you for posting it!
