Can't play co-op locally as it automatically makes player 1 observer

We have tried every option we could think of. The three of us were trying to play 3 player co-op on the switch for Quake. When we would set the match for automatic teams, everything was working but it would put two of us on one team and one on the other. We all wanted to be on the same team. When we turned automatic teams off and joined, regardless of the team layout, how many bots were playing, whether we had all three of us playing or just two or just one, and etc. It always made player 1 an observer. How do we fix this?
