Global speed limits after waking my computer

Does anyone know how the 'global speed limits' setting is meant to work after waking up the computer?
Ideally, it stays on my 'Alternative speed limits' as I tend to be using my computer but I find sometimes upon waking my PC it switches itself to the max setting yet this is not always the case. It seems almost random whether it will be at max or the restricted speed so I find myself having to check regularly.
