Increasing download speed?

Can't seem to get speeds greater than 200kbpb consistently on my torrents. Tweaked the settings as per Google but still persists.
My bandwidth is quite low though (10GBps) so maybe that is the bottleneck? I have hit 1GB upload and download before...was that just a fluke?
