PyCharm File Creating Issue

I have an issue whenever I create a new python file in PyCharm. When I first create a new file it puts me in this weird editor mode where I can't type and the line number doesn't appear (https://gyazo.com/fe018fdddb99948880f95e7038ce5773)
If I press "I" or "SHIFT I" it puts me in the mode where I can actually type the code (https://gyazo.com/dcb5acbf6043f760e250fb225de11d54)
Does anyone know what that first mode is?
