Best way to solve these types of puzzles?

I always have trouble with these in the escape games that I play and other various games that involve these types of puzzles. Is there an algorithm to this? I mean, there has to be, right? What’s the best way to go about these types of puzzles?

The colored keys move up/down/left/right and the keys need to be put into a specific number/color category (see picture beside puzzle)

I’m sure that this is probably super simple for most of you out there, but I appreciate any help because I don’t want to waste hints!
