Okay so before anyone says "there's many damn POV's already, we're not getting a new one", yes I fully agree theres too many but every single book has had new POV's, so I think we're still getting at least 2 for winds in my opinion, I was thinking about this for a while on who it would be and I believe a new POV will be Garlan Tyrell.
A lot of stuff is gonna happen in the Reach in Winds, I'm sure of it, The Ironborn are planning a bloody orgy in Oldtown, the Shield's are taken and there's raiding on the Mander, Brightwater Keep might still be untaken with Stannis rebels, House Martell is gathering in the Mountains, Margaery is on trial and Mace might be marching against the Golden Company and Aegon and co., so I think we NEED a POV from the Reach just to explain all of this, I believe many houses in the reach will side with the Golden Company, both Targaryen Loyalists and Blackfyre ones, (Aegon will need a symbol a legitamacy though...cough cough...some Valryrian sword maybe). House Peake will definitely side with the Golden Company and Blackfyres, perhaps lesser lords with ties to Golden Company such as House Costayne, Ambrose, Oakheart, will follow suit, House Meadows will likely side with Aegon because their lands are close to the Stormlands and everything we know about them seems to be that they mean to join the winning side (like probably throwing Cortnay Penrose off the walls of Storm's End).
However the house I'm most concerned about if I was around would be House Tarly, Randyll's wife is a Florent and stood to possibly gain Brightwater Keep if her brother died (I think he will if Garlan takes Brightwater Keep), but this was given to Garlan, Randyll Tarly fought for House Targaryen bravely during Robert's Rebellion and in Maidenpool we possibly see Tycho Nestoris' escort in the docks, (Randyll has money problems to all the Preston viewers) and Randyll likely knows just how weak Tommen's throne really is.
This is why I think Garlan will be very important, Willas is crippled and won't be in any battles, Margaery is a prisoner of the faith and while I would like a Mace POV, I think it would only be good for about 4-5 chapters. If Mace dies in Winds and Willas likely won't have children, then Garlan is the future of his house and a chapter from him from likely be very emotional because his brother Loras has very recently "died", he's a very good fighter, a very gallant, likeable guy, already well established in the story and would be perfect to explain all the history of the Blackfyres and Targaryens in The Reach, maybe he talks about it with his brother Willas, be a contrast to Doran and Oberyn, with Garlan perhaps doing something rash and stupid later in the book, like joining Aegon against his father or Willas' wishes or something.
Also Garlan has the perfect IQ to be a POV, smart enough to make decisions and be likeable but not smart enough to be part of intricate plots that would spoil years of planning and not smart enough to realise he's a pawn in someone's game. Not to mention House Tyrell is the only major house besides Arryn without a POV (House Arryn being basically extinct from the 20 pages on book 1)
TLDR: Garlan, I think the Reach is a massive shit show ready to unravel and we need a POV who's native to the Reach to explain this all would lift a great burden from the reader.
Not only are we not getting new povs for winds we're not getting the returning povs either
