Normal for pup to not follow commands?

I have a 9 week old GSD, and tonight when I was trying to exercise him before bed he would not listen to any commands. He wouldn’t even settle. I can’t even describe how frustrating it was. I just put him in the crate. I know you shouldn’t use the crate as punishment, but in the moment I felt like that was the best thing to do. Is it normal for young pups to not listen sometimes? What did you do when yours didn’t?
