Golden puppy 3 months

Hello, I am a new puppy owner and frustrated, frustrated, frustrated.
We had a Golden puppy back in 2004. She passed away in 2018. Best damn dog ever!! Miss her so much!
Anyway, we now have a new puppy we got at 8 weeks. She bites all the time and it seems sometimes gets aggressive. I've read online and in here that puppy biting is a thing. Our previous Golden just never really did this so we were not really ready for this amount of biting. The part that I am concerned with is that there are times she will bite aggressively and hard. It seems to be in situations where she doesn't want to do something. Example being, I try to pick her up to take her down the stairs so we can go outside for potty break. She lays on her back and I attempt to get her on her belly so I can pick her up. This is when she bites at me. And it's harder than when she is playing. She has learned decent bite inhabitation. When we play she lightly bites most the time. Sometimes she gets over excited and it's a bit harder. But the situation above seems different. I am not sure how to handle these moments and the biting overall is driving me nuts. It's driving our kids nuts. And I know we have awhile yet to go before it relaxes.
