Labradoodle puppy deathly afraid of new people/all people who don’t live in my house

So I have a 4 month old labradoodle and when she sees new people she pees and cries and runs away. I’ve had her since 9w (I know, this is a whole other story) and she only started this behavior about a month ago. We’ve had visitors who have stayed with us and the first she loved, no issue. The next was my sister and she wouldn’t go near her for an entire week of her being around. I thought maybe she just didn’t like my sister’s vibe or something because previously she had been around my neighbors, kids, and my other visitor, plus she’s great with my husband, other dog, and baby. Since then anytime she’s close to anyone new she gets so afraid and does not warm up no matter how long she is around them, I don’t know what to do. I’ve tried to socialize her, but it is tough with quarantine. I also try not to force her to go near new people if she doesn’t want to, I just let her be in the vicinity. Today I brought her to the vet for her final set of boosters and she lost her mind. She doesn’t bite or anything but she screamed and peed and struggled to get away. I want to say I’m at the end of my rope, but that’s not quite it, I’m just at the end of my knowledge and it’s getting overwhelming. Thanks for any help.
