Puppy is ignoring his brother

My boys, littermates, appear to be in some sort of argument. My diva puppy suddenly got really clingy and won't leave me alone but I noticed that when his brother comes around he starts whining and does a lot of placating gestures and licking... which are ignored.

How do I resolve this conflict? I have stuff to do today and can't sit around petting my puppy because his brother doesn't feel like playing with him or whatever is going on.

To head off any questions, no, I have not observed a physical altercation between them. They're a herding breed and very velcro so I am never in a room without them. They're on a decently strict schedule and we did nothing abnormal today.
