I have an MBA. Do I need to get an MPH too?

I have a MBA in Healthcare Administration. I have some experience working in medical insurance. I was able to get my MBA because my company paid for it. However, I am looking for something a little more fulfilling. I am looking to move to the public sector (either local or state DOH) and be able to do work that has a meaningful impact on the population. Do I need to go back and get an MPH or probably just a few classes? I am planning to take the Open Civil Service exams to be able to get into the agency. I just don't know what many people in the public sector have. Any advice is greatly appreciated.
