[USA] Can foreigner become licensed with CACREP if they didn't attend an accredited program in the US?

I am a student who completed his masters in counseling psychology in Asia. Is it possible for me, as a foreign student, to become a licensed counselor with the CACREP in the USA?

CACREP only accredits programs, not individuals, as stated in the FAQ's. If one didn't attend a CACREP-accredited program in the US, does that mean they cannot work as a licensed counselor in the US? Is there no way for foreign students who completed their masters outside of the US to practice legally in the US? Can a equivalence or evaluation be done to see if standards are met, like the APA allows via NACES for doctorate programs?
