Pro Tools High CPU Usage but Task Manager says otherwise

Hi so I'm trying to run a few plugins and I keep getting the CPU usage error. However, Task Manager says I'm hovering around 15% CPU usage. The buffer size is set to 1024 and I've trashed the preferences a few times already but that's all I've gotten for solution searches. Any ideas?
