Garlic advice

I'll be Building a balcony garden this spring starting next weekend. I will have stuff like jalapeno peppers, bell peppers, tomatoes (Red and green) mint Strawberries and a few other things that I'm not sure of. I currently have some garlic Germinating in water. when the roots are strong enough I will put them in the soil. But does it matter what soil do I need to use? Seed starting mix or can I just use potting soil/mix
