Where are the dog whistles?

So I've been playing with hydrocraft for a few weeks now, and finally got to where I wanted to try the ranching. Except I realize one thing.... I've never come across a dog whistle. I reside in Riverside normally and I have looted every house in the gated community plus others, every shed, the factory storage and other places I can't remember and have never found a whistle. I tried a new game and searched a few hours to be sure but still nothing. My misc. loot settings are abundant so by now I should've seen at least one right??? Where are they?
