File does not match server, but its every mod

Went through and deleted all the workshop downloads, made sure all mods were the same, its just 1 of my 4 friends getting this error while trying to connect to me through steam. We all subbed to the mods today so its not a version issue, trying a fresh install now.
Thinking it might be an issue with the mod downloads through steam on her computer.
