Is hunter ( ranger/fighter) good ? Turn based

Hello everyone I tried many classes and multi classes and I quite like the ranger with the wolf ( sharpshooter for increase crit/pen )
But I read almost everywhere that the best multi for ranger is with rogue but I don't like to make every foe flanked and so to get bonuses damage and wanted to try with a devoted fighter arquebus.
Is it true that hunter damage are very underwhelming compared to scout ?
