Does taunt work the same way in P99 as it did in classic?

As a warrior in my 40s, taunt seems to work as expected on blue cons(it sometimes works) but it never seems to work on even con or higher mobs.

Is this how it was in classic? I never played a warrior but I don't remember warriors only being able to taunt lower level mobs...

Edit: According to the discussion in this thread, it seems to be classic(at least in the Velious era) that it doesn't work on yellow and red cons until you are level 60. Can any 60 warriors confirm that at level 60 this restriction goes away?
