Clickies using mana?

Post Body

Noticed this morning sitting at Full mana, popped a clickie and saw my mana drop. Tested this on several clickies, and it doesn't matter if it's a buff ( Gloves of Earthcrafting, Rowyl's boots of Nature), attack ( Nature Walker's Scimitar, Woven Grass Bracer), Debuff ( Earring of Woven Bark, Tunarian clickie neck who's name I'm forgetting), or a port clickie, it all costs the same amount of mana, and only deducts the cost after the spell has finished casting (Not at the start like a normal spell). I've had other people\classes test it with various UIs, and they're all getting the same results. A set amount of mana loss after they complete cast on a clickie item. If this intended, or a weird bug? On Green, not sure if that matters.
