Didn't Gfay have Drakes at release?

So I've been on P99 forever, both on Blue and Green. Realized while talking to a friend last night that Gfay used to have drakes in it on Live. We played from Release until the end of Velious ( Never went into Luclin or beyond) and GFay had a small population of little newbie level butterfly drakes around the zone, I think on their own faction.

I'm not crazy, right? These dudes existed, and just haven't made it over to p99? Or are they out there and I've just never seen them in zone, like Brownie Scouts.
