Following the same logic as used for gun 'safety' we should probably re-enact prohibition to save us from ourselves...

Okay we have two things here.

A. is a gun. Its designed to shoot and have good times. It doesn't kick much. If you shoot enough of it you'll have a good time but you'll be useless doing anything else and are a liability to do anything other than clean the action.

B. Is a complicated drink. It’s designed to knock out animals ranging from Bunnies to Bears to Humans. Originally designed by monks who would go through extensive amounts with multiple test batches to ensure that it isn't fermented incorrectly as it's a very complicated procedure that causes liver cell death every time you use it.

Based on these differences it is reasonable that invention B is held under stricter laws than invention A.
