Is this code safe and what does this section do?

I looked over most of the code and I think it's ok. This is a mod for the game FTL. I don't know Java but know some Python and sort of figure it out. I'm not sure what the folder 'net' is supposed to do. Why would this program need to connect to the internet? Is it to receive updates about the game?
In general do you think the code is safe?
