Burner phone vs changing sim cards?

I've been looking into burner phones and always see the articles saying that both the phone and its sim are to be thrown out upon compromise. What is the reason for this? Does each physical phone have a unique identifier, even if it's a no-features-phone? And if not, why can't a burn be achieved by simply switching to a clean sim card?
