So.. bare with me here as I'm still learning the game. I heard about it Tuesday, and got it last night. I'm hooked tho..

I was told to start with the Campaigns as it will give me a good understanding on how to play. So, i started them, but I'm at a loss about what to do here.

I get the riots to stop, and the fire out, but then that's it... nothing else is happening. I cant get a infirmary or a morgue built (where do i even put them??? like, do i take away cells? or take away the storage) I cant get any of the utilities back up and running.. When I try to hire more workmen it says that I've exceeded my daily budget.. Im so confused!
