Speech to Text, how does it work?

So I know Premiere added the Speech to text functionality back into Premiere. Does anyone know if it is transcribing locally on the machine or sending the files out somewhere to be transcribed?
And if so, where are these files going? What security can they ensure on my files?
And lastly, how does the transcriptions compare to any of the other transcription software already available?
Thanks for any help. All articles I’m seeing aren’t really answering these questions.
