[Help] Premiere UI removes text box area when in fullscreen

Pretty weird and annoying bug which I'm hoping is an easy fix, but I can't understand how to search for it.

When I use Premiere in windowed mode, I can edit the text box like normal. When I'm in fullscreen however, it just vanishes, though I can still edit it but I have to guess I'm clicking at the right spot.

My system

  1. Windows 10, latest update
  2. Premiere Pro 2019, latest Cloud update
  3. Laptop, Geforce GTX 1650. i5-9300H. 8g RAM. 1920x1080, 60 Hz
  4. Happens irregardless of source footage
  5. No error message
