Why is it that I can only copy some effects and not others?

This has been happening in every project since the dawn of time and I'm getting really tired of this.. can somebody please help out or give some answers?

are the bottom ones different in any way? are they presets from the effects tab for example? not that it would justify the behaviour but maybe it helps narrowing down the problem at least

yeah i dont think adobe will be doing anything about it unless a lot of people complain haha i noticed that too though but i havent given it much thought. but its a bit annoying, true
