Why don't more people with borderline stats consider moving for IP?

There's plenty of talk in the Canadian premed community about doing an entirely new undergrad, or changing established careers to do med. With how much goes into the process regularly, it doesn't seem very outlandish to me to, for example, move to the Maritimes for 1 year to gain IP at Dal, where the average GPA is a flat 3.8 and the MCAT is a 507 without a ≥127 CARS requirement.

Is it the volatility of admissions rules that scares people? Interested in your thoughts here.
