Considering IVF because we want twins so bad

We have a 6m and he's an absolute joy we want him to have a close sibling but we both want twins but they don't run on either side of family. She's Hispanic and I'm white and so I think that lowers chances more.
I could afford up to 5000 to do ivf would that be enough ? Will it guarantee us twins ? Can anyone get ivf?
