ebt cash fre atm

I get paid ebt cash(NOT SNAP) from aid for needy and disabled but I have to pull it from an atm. The 711 atm is free for my bank account but for ebt cash it forces me to do 2 transactions that cost 3.32 each so I lose almost 7 bucks for nothing. The state website says to a quest atm but doesn't specify where they are
