Consumer debt vs Taxes. How to go about paying it off?

This is what I am up against...(in πŸ‡ΊπŸ‡Έ)

$10k personal debt $50k IRS debt $10k State tax debt

$20k yearly income. $0 assets

I am 5 classes away from getting my AA degree and transferring to a 4 year university to get my bachelor's degree. I have 0 student loans as I have been cash flowing my education. I will need to take loans once I transfer tho. There is a garnishment order by the state and Feds for the back taxes but it's not enforceable since I am an independent contractor.

My question is how should I go about this? I had another job previously but was barely surviving due to the garnishment. I know I need to increase my income to take care of this and I qualify for some 20-$22 per hour jobs, but I was barely able to survive with a $28/hr job. These lower wages will make it impossible to survive.

How can I go about this? Where should I start?
