How-To Replicate this Technique?

Aloha, what the title says. I've attached an Imgur Link of a Pinterest board I've used to curate a moodboard.

I'm trying to achieve, either in the capturing stage or the post-processing... how to achieve this blurriness? In some of the photos, I'm guessing that the photos could've been taken with a light distortion filter or made "blurry" by having a lower shutter rate and having the subject move, or taking two blurry photos then post-processing putting them together?

I could assume that one could also post-process and put a swirled or blurry background? I'm unsure how all of you would navigate this as I've been scratching my brain trying to emulate the Alina Baraz album cover LOL.
