How long is the background check?

I recently signed up. Selfie is approved, installed the fleet app and apparently my welcome kit has a tracking number but hasn't actually been mailed yet. Are they waiting for my background check to clear before they mail the welcome kit?
Last ding on my background is nearly two decades old. I realize there is driver saturation but are they sticklers about not having a spotless background?
