How do dispensary owners think that $14 an hour is an adequate wage?

Just like the title says. $14 an hour is peanuts. Cannabis is a specialized field. There is a lot that a good budtender knows and has to learn to make informed recommendations for customers. Who's making all the money here? What's the advantage of working in the cannabis field if fast food is paying more? How can cannabis become a legitimate career path?
