Portainer doesn't let user update stack without full admin privilages.

Someone required access to my portainer instance so that they have the ability to work on a stack when I'm not there / asleep. The issue is that every time they attempt to update the stack they get the error "stack config file is invalid: open stack.env: no such file or directory". This is strange because as soon as they get higher privileges to also manage other containers the error goes away. We tried to replicate the issue on another portainer instance on a different machine but weren't as successful there. Does anyone have any idea what's going on?

I'm using Portainer BE 2.19.5 on a Debian based system
