Are porn actor/actress pays for their own USC. 2257 compliant registration?

I recently spoke to a company called ProModel International. They claim they don't charge for agency or booking fees. However before they can send out the pics to studios. Actor/actress has to pay $50 for usc 2257 compliant registration.
