Mouse wheel left/right tilt causes Wheel up/down event (maybe bug?)

I am using a Razer Naga Hex V2. I can remap most of the buttons using input-remapper, but I cannot get the system to recognize the left-right tilt on the mousewheel as a separate event from the wheel up/down. On Windows these are distinct events and can be mapped separately.

Using Xev shows the tilt keypresses are button 4 and 5, same as mousewheel up/down.

Tilt left:

ButtonPress event, serial 34, synthetic NO, window 0x6800001,
    root 0x1e4, subw 0x0, time 38543989, (107,91), root:(207,260),
    state 0x10, button 4, same_screen YES

Wheel up:

ButtonPress event, serial 34, synthetic NO, window 0x6800001,
    root 0x1e4, subw 0x0, time 38385681, (164,166), root:(264,335),
    state 0x10, button 4, same_screen YES

Is there some way to get the OS to recognize these as separate events?
