What is this at the bottom?

This is only on the bottom of the pool otherwise crystal clear. I have brought this pool back to life from almost black water. All my chemicals are balanced out. I've tried shocking, I've soaked the filter in cleaner, I've changed the filter. I'm slowly vacuuming it out but it turns to dust when I get near it sometimes.
