toy or mini?

hi, this is Theo. My 9 week old toy poodle. I love him, he’s such an awesome, smart, cute and playful dog. Anyway, he is supposed to be a toy, but I have friends who got toy poodles from the same place we did and they don’t really look like toys, more like Minis in terms of size. So I was wondering, is he a toy or a mini? It doesn’t really make much of a difference but I just wanted to know. Thanks
