What is "emotionally available"?

I see it a lot on Feeld (the only platform I have any interest in using), and it doesn't seem to ever have an explanation.
I treat it as, "if you don't know, then you're not," and pass on those people... But what does it actually mean? Does anyone have a real-life example of "emotional availability"? Thanks for reading!
