Accountability in Cheating, who is responsible for cheating? (POLL)

Perhaps to my detriment I've argued with some people on reddit over this. I cannot comprehend that anyone is able to blame Person C for Partner B's actions. Unless there was blackmail or force in some way.

Imagine a couple Partner A and Partner B. They're living a happy dynamic, whatever their dynamic is. Person C comes along and woos Partner B. Over time they get closer, and Partner B cheats on Partner A in some fashion. Person C does not blackmail or force Partner B in any way, but perhaps talks, convinces, or seduces Partner B.

In the act of cheatings, who is responsible for the infidelity and wrecking the home? Partner B? Partner C? or Both?
