What are the advantages of a multi-chain world compared to a multi-rollup world?

I saw this discussion wanting to be happening in the daily discussion on /r/ethfinance and I think it is worth spending some time thinking about.
/u/GloriousFuckNugget Could you please expand on your response that a multi-chain world offers "flexibility" over a multi roll-up world.

My background in roll-ups is limited, but today is a great day to learn something about them. If anyone has good resources on the subject please link them.
