I live in Manchester.

A local drug dealer who stays near me has tried to intimidate me after I complained to the Housing Association about his behaviour and activities. He's intimidated me twice, once shouting something out his window at me, and the second time he cycled right up behind me as i was coming home.

The Housing Association have spoken to him and given him a warning but his behaviour has got worse. He has recently started flying this flag https://www.flagsonline.it/uploads/2017-4-27/420-272/bandiera-dei-templari-crociata.jpg which, correct me if i am wrong, has links to EDL and far right leanings. I know the flag is the Knights Templar flag, but now-a-days it's been hijacked by other far right groups to justify their racist views.

I am wondering if me personally can ask for a background check on the guy. As i said, he's intimidated me twice and i would like to know EXACTLY what i am dealing with so i can better defend myself should anything happen, fingers crossed nothing will. This guy drives a car, if i contact DVLA about the car being used in criminal activities can they provide me a name?
