Do the police respond to serious calls during a flood?

Trying to write a mystery story set in a large house during a flood. I had the flood itself down as the main reason for a lack of police presence, but don’t know how accurate that is.
For reference, the floods are about the severity of the floods in Cumbria in Dec 2015.
