Take a look at this video and notice that the officer did an excellent job firing and moving but stopped firing so as to not get his partner in cross fire.
Adrenaline flowing, the officer wanted to move in on the suspect but his partner rightly backed him down. Lastly the communication between dispatch, the officers involved and responding officers was superb. At my agency it would have been a shit show.
