I'm doing a classic run and I found an Azelf

I ve pretty much run out of higher tier balls and only have one Rogue, one Uktra and 3 Great plus 27 normal balls

I have Sleep Powder but idk how much that helps he keeps breaking out

Pls is there a way to cheese the rng to catch him? I ve already LOST 3 Legendary this run , I ve never encountered so many during a run and I want to have at least one from all this effort

I get him down to one hp bar but if I attack again he dies and I tried to make him run out of PP but he knows Uproad which has a ton of pp
