Mid stage tournament spot from BB

Live 120 man $100 tourny, mid stage. Blinds 200-400 (30 min levels, never any ante later )no ante 10 handed, mid stage (50 left top 14 paid).

UTG(12k): raise 1100

Utg 3(6k): call Cutoff(6k): call

Hero in the bb with 20k: “x,x”

So effective stack is 30bb but raises almost 3bb utg. He was recently moved to the table, typical mawg no other reads. The flatters are generally loose-bad players.

What should my flatting range be here? What should my raising range be? Should I have a raise/fold range or just jam3bet if i raise?

Im thinking my raise range is 99 , AQs AKo. Too tight or loose?
